The 18-year-old midfielder put the finishing touches to the conditions on Wednesday and will be announced this morning
Leeds is set to pay £1.5million plus add-ons for the 18-year-old. Chelsea also has a resale clause in the deal, but not a buy-back clause.
Mailonline revealed on Monday that Bate had attracted the interest of a number of Chelsea Premier League rivals, including Leeds.
Leeds emerged as frontrunners as talks quickly progressed ahead of Liverpool, West Ham and Southampton, who had also discussed a deal with Chelsea.

Bate, who has been playing at Chelsea since the age of eight, had another one-year contract with Chelsea but chose not to sign another one amid concerns over his potential path to first-team football.
He will initially be part of Mark Jackson’s under-23 setup, but Leeds have convinced Bate that Elland Road is the best place for the next stage of his career due to their track record of progressing players to the first team of their youthful sides.
Bate joins left-back Junior Firpo, winger Jack Harrison, attacking midfielder Shaun McGurk and winger Amari Miller as a newcomer to Leeds during this period.
