Covid-19 vaccination targets: NSW’s new three-stage ‘freedom roadmap’ unveiled

80 PERCENT STEPS MAP

According to the reopening NSW roadmap at 80 percent, the following freedoms only apply to fully vaccinated adults (16+) and those with medical exemptions (staff and customers).

Meetings in the home and public outdoor spaces

 A maximum of 10 visitors are allowed in a house (not including children aged 12 and under)

Up to 20 people can continue to congregate in unregulated outdoor environments

 Up to 200 people can attend COVID Safe events

 Up to 500 people can attend controlled (tickets and seated) events

Community sport allowed

 If you are not fully vaccinated, you can only gather outside in groups of 2 people.

Locations including catering, shops and gyms

 Stores can operate with one person per 4 m² (those who are not fully vaccinated can only access non-critical stores via click-and-collect)

 Personal services such as hairdressing, spa, nail, beauty, waxing, tattoo and massage) can work with one person per 4 m² (uncapped)

 Hospitality establishments can operate with one person per 4 m² indoors and one person per 2 m² outdoors, removing the requirement to sit and drink indoors. Group bookings are limited to 20 people. Those who are not fully vaccinated can only access the catering establishments for takeaway

 Gyms and indoor recreational facilities (excluding indoor swimming pools) can operate with one person per 4 m², with a maximum of 20 people per class.

Large outdoor recreation facilities

 Large outdoor recreational facilities, including stadiums, racecourses, theme parks and zoos, can operate with one person per 4 m², with a maximum of 5,000 people (or exceptionally).

Entertainment, information and educational facilities

 Entertainment facilities (including cinemas, theaters, music halls) can operate with one person per 4 sqm or 75 percent fixed seating capacity (whichever is greater)

 Information and education facilities (including libraries, galleries and museums) can work with one person per 4 m²

 Attraction centers and nightclubs will remain closed.

Working from home

Employers should continue to allow employees to work from home if reasonably possible

 Employers should require employees who are not fully vaccinated to work from home if reasonably possible.

Education

Back to school with COVID Safe measures on October 25 (as previously announced).

Weddings, funerals and places of worship

 One person per 4 m² (uncapped) for weddings where dancing is allowed and standing eating and drinking is allowed. Those not fully vaccinated are only allowed to attend weddings with a maximum of 5 guests (no receptions)

 One person per 4 m² (uncapped) for funerals. Those who are not fully vaccinated are only allowed to attend funerals with a maximum of 10 people

 Churches and places of worship may remain open with one person per 4 m², without singing. Those who are not fully vaccinated are admitted.

 Unlimited travel between Greater Sydney and Regional NSW is allowed

 Caravan parks and camping areas can work, even for those who are not fully vaccinated

 Carpooling is allowed. Those who are not fully vaccinated can only carpool with their household.

 Masks remain mandatory for all indoor spaces and institutions, except for children under 12 years old

 Only catering staff are required to wear a mask when they are outside

CHANGES FROM DECEMBER 1, 2021

On Wednesday, December 1, 2021, the following settings will apply to all NSW citizens, regardless of their vaccination status:

Meetings in the home and public outdoor spaces

 No limit on the number of visitors to a property

 Density will shift to one person per 2 m² for indoor and outdoor setups

No limit on the number of people who can attend informal outdoor gatherings

 COVID Safe subscription required for outdoor events with over 1,000 people

 Common sport allowed for all people.

Locations including catering, shops and gyms

 Stores can work with one person per 2 m²

 Personal services such as hairdressing, spa, nail, beauty, waxing, tattoo and massage can be performed with one person per 2 m²

 Catering establishments can work indoors and outdoors with one person per 2 m², without seating for food and drinks

 Gyms and indoor leisure facilities, including indoor pools, can operate with one person per 2 sqm (uncapped)

 Intimate services are allowed to open with one person per 4 m²

Large outdoor recreation facilities

 Large outdoor recreational facilities, including stadiums, racecourses, theme parks and zoos, can operate with one person per 2 sqm.

Entertainment, information and educational facilities

 Entertainment facilities (including cinemas, theaters, music halls) can work with one person per 2 m²

 Information and education facilities (including libraries, museums and galleries) can operate with one person per 2 m²

 Amusement centers and nightclubs are allowed to open with one person per 4 m².

Working from home

 Working from home is at the discretion of the employer.

Education

 All year groups return to face-to-face learning.

Weddings, funerals and places of worship

 One person per 2 m² for weddings with dancing and food and drinks allowed while standing

 One person per 2 m² for funerals

 Churches and places of worship are allowed to work with one person per 2 m², singing is allowed.

 Domestic travel, including travel between Greater Sydney and regional NSW

 Caravan parks and camping areas can work

 Carpooling is allowed

 Quarantine settings for vaccinated arrivals are changed. A limit for unvaccinated travelers may remain.

 Masks will be mandatory when traveling on public transport, on airplanes and at airports, and for reception staff

 Wearing a mask is not required outside.
